Outbound Operation Plan

We are using Oracle WMS and on 12.2.11. Trying to use outbound operation plan "Direct consolidation in staging lane within delivery". I can see in Warehouse Control Board that the operation plan is being applied. However, all deliveries are being sent to the same staging locator. We are not using putaway rules to choose the staging locator. We expected the operation plan to send each delivery to a different staging lane.
