Setting up multiple procurement contracts for a single supplier...a property specific contract

We have a supplier with multiple contract/work orders that are property (location) specific. PeopleSoft will only let us enter one contract/work order per supplier annually. We will also need to do this for 3 other suppliers. We have everything setup under a SHARE Set ID. Will we need to create multiple instances of a single supplier, one for each location?
