Why can't I delete the first comment on the Procurement Cards Reconcile Statement comments page?

When I try and delete the first comment for a transaction on the Procurement Cards Reconcile Statement comments page I get the "Data being updated does not exist. (18,4)" error. If there are multiple comments for a transaction I'm able to delete all of them except for the first one.
