System Constant Changes (object P41001 / W41001F)

I have a request to allow duplicate lots to be entered on selected items, which would involve changing the "Allow Duplicate Lots" setting on System Constants. My background is to never/rarely change System Constants after live manufacturing is in process.

Does anyone have any feedback on potential risks making this change (from 3 to 2) to allow duplicate lots to be entered? There is a JDE pop up window stating "To update Changes made, restart Enterprise One." Not sure if this might be a risk if the Service is not restarted.
