Can we set up "Deliver To Region" based Item Orderability Rules?

Hi

We need to setup Item Orderability rules based on "Delivery To "Region". If "Deliver to" is null on an order, only then it should check "Ship To" Region to check Orderability.

Is it possible to setup? Please advise
