Life Events -Employee is allowed to enroll into benefits (Fluid) before Life Event document Approval

Hi, we converted Life Event enrollment from Classic to Fluid ( Benefits Enrollment Step). While testing, I found that the employee is able to go ahead and enroll into benefits though the Life Event document is still waiting for approval from Ben Admin. Eg: When employee enter Birth Event and uploaded Birth certificate, they get a popup message that they can't enroll into benefits until the document is reviewed and approved by the benefits administrator. However, employee is allowed to move forward in the activity guide to Benefits enrollment step and make submit elections as well. How can we enforce
