Warehouse just for Tracking the Qty

One of the warehouse(WHTEMP) is not under the receiver's ownership but we need to know how much qty is inside the warehouse. Actual receipt will happen in another warehouse (WHOWN) as soon as we transfer the material from WHTEMP to WHOWN.

What is the best way to set up the warehouse(WHTEMP)?
