Does Oracle Database Appliance preallocate all memory?

We have an ODA which is using all available memory (1TB)

But for now, there's only one VM using 36% of the memory. Does the ODA preallocate all available memory? What's using the remaining memory? atop only shows the VM — nothing else appears to be using a significant amount. (the print bellow is ordered by memory utilization).
