Export Compliance Hold being applied but no issue in Export Screening

We are randomly getting an Export Compliance Hold applied to an order line, but the line screens properly in GTM and the response is sent back to Oracle per the workflow showing Update Screening Results Complete. Then SYSADMIN applies the hold.

What is the logic OM uses to apply this hold, as it looks like it's being incorrectly applied? It doesn't seem to have any connection with GTM since GTM approved the line to be released.
