What is the Best Development Environment for Migrating to Oracle Forms 14.1.2 from 6i Application?

Hello Y’all,

We are in the process of migrating our current in-house developed Oracle Fusion Middleware(FMW) Forms6i application which is running against Oracle dB 10g to FMW Forms 14.1.2.0 interfacing w/ Oracle dB 19.20. I need to know what kind of Oracle forms development environment is best for our 1-2 developers w/ 100+ users statewide. The developers’ work environment is very critical for the success of our migration project, and it must be easy to install Oracle FMW forms 14c builder, easy setup for the use by the statewide users on a daily basis once it goes live(i.e. Production).
