Customer Ship-to on PO Shipments

We want to create drop ship purchase orders without using the std. drop ship functionality as its an overkill for this client. They do not have a lot of people to do all the steps required by std. process. So question is:

• Can we create a PO such that we can select the customer ship-to directly on the PO shipment level?

I know the std. PO shows only locations from HR_LOCATIONS table, while customer ship-to locations reside in HZ_LOCATIONS. Hence it does not show customer ship-to locations by default to select from, which is expected functionality. However the std. drop ship process somehow bring that data from the order.
