Quality Collection Element - SQL based LoV

• Note - I did not find a Quality Module in category, so added it in EBS customization

I'm trying to define a dependent SQL based value set for a new custom collection element. I have 3 collection elements
Sales Order Number
Sales Order Line
SO Shipment Number

There are LOVs for both Sales Order Number and a "dependent" LOV for Sales Order Line where only the line numbers for that SO is shown. I'm trying to do the same for the SO Shipment Number but not able to add a dependent sql query. It shows ALL the SO and Line Numbers if I add a query in the collection element screen. If I try to add a SQL in collection plan level, it expects only 1 value to be pulled. However, my requirement is to pull a LOV for shipment number based on both SO and SO
