Password Security Settings

Just want to know if the following are applicable to APEX:

1. New passwords should not contain 4 or more consecutive characters from the username
2. New passwords should not contain sequences of 4 or more identical or consecutive characters
3. New passwords should not match or contain any word from the company's prohibited list of passwords
4. Locked user accounts should remain inaccessible for a minimum of 30mins or until reset by a system administrator.
