Cross Plan for both PT 67 and 10

Is it possible to setup a cross plan for PT67 to cross plan to PT10 and have PT 10 cross plan to PT67. i.e. I have an error message for PT 67 if I don't enroll in HD plans and that is correct, but with no XP on PT 10 HD Plans, the system is allowing me to enroll in HD Plans without enrolling in PT67 HSA plan. So, with XP only on PT 67 ESS allow enrollment in PT10 HD plan and when I select that coverage and submit, there is no error message to say I
