How to setup alerts on fluid homepage for scheduled system downtime?

Hi I am trying to set up alerts on peoplesoft campus solutions. When there is a scheduled downtime, we could just send an in app alerts in the fluid homepage where the user would see that there will be a downtime on a particular time and date. This is where i want the alerts to show. It would be to all users.
