Why does the OS report high memory consumption and OLVM 4.5 shows other value?

I have a host with OLVM with some high performance VMs.

The operating system reports that the host is consuming almost 100% memory. The OLVM admin portal reports only 55% for the host. Which information should I trust? Can I add more VMs or is there a risk of running out of memory on the host?
