Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. I need to know if we can go with Active-Passive Cold Failover Cluster method to install Oracle database 19c. If Yes, then need below details

Do we need separate RAC license in this
For the datafiles which reside on shared storage, which is the recommended storage (ASM) or any other solution
Is there any Metalink note for
