Oracle R12 - SCM PR management

We are using oracle R12 and the workflow now that all PR are received and showing in Procurement manager and he will distribution/ delegation from his side to the employees, can we change so all the received PR will be showing to all procurement employees without the need for the manager to do the distribution.

current workflow

requesters create PR → procurement manager receive it and distribution/delegation the PR to the employee → employee approve the PR

What I ask to be done

requesters create PR → PRs show up to all procurement employees and any one can approve it without the need for the manager to do the distribution or the delegation
