HCM 9.2 Tax Update 25-B / PY_TXUP9S_AE fails running SQL Server database / Workaround incomplete

We are applying Tax Update 25-B to our HCM 9.2 environment, running on PT8.60 on database Microsoft SQL Server.

Running the program PY_TXUP9S_AE / Update State FICA Memo Balance, produces a SQL error that stops the program.

The Tax Update Doc has a bug fix workaround but it is not complete. They say it is a problem only on SQL Server, because of SQL Syntax different from Oracle SQL. It makes me think the program was never tested on SQL Server.
