In JDE 9.2 using WMS with Cross dock - pick requests not always being generated

I am seeing receipts that will do the proper split for creating the putaway request for the non cross docked qty, leave the remaining qty in the receiving location and the back order on the cross dock sales order is released - BUT the picking request is not generating for the sales order.
