Can the End date of existing and Start Date of new bank account be the same for an employee

We have a requirement, when an employee changes his/her bank account number, we have to End date the existing Bank Account number with an effective "End Date", then create a new record with an effective "Start Date" with new bank account details for an employee/supplier. Oracle Payables allow me to keep both the date same, End date of existing record, and Start Date of New record. Practically how this would work. However, It changes the priority
