Issue with routing calls from reg-based trunk

I am currently having a weird issue with our registration based trunk that is registered via a surrogate agent/automatically generated by the SBC.
I have the trunk registered, and I can make outbound calls on the trunk with proper auth-digest being sent by the SBC for the downstream PBX. However, when trying to make a call from the service provider to a DID that is then routed to the PBX, there is no response from the SBC, even though I am seeing the INVITE come in, there is no response at all from the SBC.
Connection should be established/related, so it doesn't seem to be a networking issue since I am seeing the call hit the SBC.
