Using Golden gate to copy selective configurations, master data without transactional data

We have an existing Oracle PROD instance and we would like to build a new instance to which we would like to copy only the selective configurations, master data, AOL objects (Concurrent programs, lookups, profiles, value sets, etc.) without bringing any transactional data. We would like to know if this is possible using golden gate or any other Oracle tool would fit the bill.

Ex: We might have 7 Operating units in existing PROD instance, we would like to copy configurations for only two OU's and the inventory orgs pertaining to those two OU's.
