Equipment Master Revision Finance Method Will Not Update

To update the financing method, the user clicks on form > equipment master > additional info to update the finance method

However, If user were to change the layout to additional equipment info and attempt to change the finance method there is a UDC FM/12 Error. The UDC does have R as an option in the list.

This error only occurs when creating a brand new record. When copying a record or editing an existing record, the user can save from the screen shot below. What would cause that error on a brand new vs existing record?
