ePro Requisition approvers - Ability to update Requisition

We have a use case where we would like to have our first level of ePro Requisition approvers to also be able to review/edit the chart field distribution to verify it's correct and edit it if not before it moves on to the next level of approver.  We've found a role action that we felt should allow this [CANCHANGEDISTRIB] but the only way we have been able to figure out how to get this access to work like we want it to is to make these first level approvers to also have all the same access as our requesters and
