Where is the tasks page within Job to add multi-task jobs?

I'm using OEM 13.5. I see in the documentation that you can create multi-task jobs and there is a tasks page for this. I do not see this anywhere within the Enterprise → Job → Library. Looking for help in finding where you set this?
