Capacity on demand COD in oracle ODA: memory restriction

Dear experts, I have question regarding capacity on demand. If we disable specific number of cores in oracle ODA barametal configuration, does it disable relative memory as well. Or we would be able to use all the memory or part of memory beyond COD to allocate to database or other resources ?
