How to setup the network and database to use apex_web_service?

Hi Gurus

Good morning. By googling, I have found out is that it is better to use the oracle apex_web_service package for the REST Webservices.

How do I tell our oracle dba and the network team to follow the certain steps to make it work? So, I can test it out. At the moment we do not plan to use SOA gateway because we have a lot of issues.

I am trying to avoid using ORDS process to see why it is the better approach.

Please provide me some guidelines how to setup the process to make it work.
