OCW Release Update 19.28.0.0.250715 fails, looking for ins_has.mk

I may be trying to do something that is unsupported. I am applying OCW Release Update 19.28.0.0.250715 (patch 37962946) to a standalone Oracle Client home. That has worked in the past. However, when I apply OCW patch 37962946, it fails because it is looking for a non-existent racg/lib/ins_has.mk file. I think my only option at this point is to skip this OCW patch, and continue to use OCW Release Update 19.27.0.0.250415 (patch 37654975).
