I want the system to first consider available on-hand quantities in other inventory organizations.

I created a forecast for the FGT item in the PAL organization and defined a sourcing rule to procure it from a supplier. I also created an ASCP plan under another organization, PBE. After running the ASCP plan, the system is expected to generate planned purchase orders for PAL from the supplier. However, before recommending a purchase based on the on-hand quantity in PAL, I want the system to first consider available on-hand quantities in other inventory organizations where the FGT item is assigned.

Does Oracle EBS R12 ASCP support this behavior? If so, how can I configure the system to achieve this requirement?
