R3482 vs. R3483

This scenario bothers me for a while and like to clarify how the system works differently if R3482 vs. R3483

We do have transfer orders but don't build the B/P relationship, The demand B/P (D30) based on their criteria enters the ST then brings the correspondent OT. And the supply B/P (S30) would like to arrange their WO/OP messages only based on the ST D30 entered but not from any other messages system generated may come from the forecasts, safety stock, …… of D30 side.

Originally S30 likes to run R3482 independently which will fit their requirement, but they are requested to use R3483 to run the single site and R3482 is not authorized to S30 users. I have tested in different setups but never comes out the solution by R3483, and sometimes it seems the OT orders in D30 will also affect the results of R3483 S30 runs although the R3483 has the data selection for S30 only.
