Shipping Execution - EBS (MOSC)

I am trying to do ship confirm, but I could not able to close the order

In shipping transactions form. On delivery tab, when I do ship confirm I could be able to see it is closed. But again, within seconds I see it is going back to open status. I could not able to move forward.
