Unable to delete a description direct line

Hi,

What is the logic behind the delete functionality of a Description Direct line on the Update work order?

Sometimes it is enabled, sometimes it is not. Does it have anything to do with the requisition status? If so, what if the requisition is cancelled? Or is it the work order status, or a combination of both? Or something else?
