Cost manager is stuck at "Pending standby" with no progress even after cancelling all other requests

I have bounced the systems, cancelled all concurrent requests running, and set programs processing the transactions to be incompatible with each other. Cost manager is stuck and actually not generating Actual Cost Worker requests.
