How to change Workflow Status from "being edited" to "Active" on for Work Order

Hi, everyone.

Im trying to use Workflow to approval the update of status in Work order for maintenance (WM), i had track on OMW the WOACTRULES, WM1APP1 and WMTYPE1.
WM1APP1 and WMTYPE1 were updated as "active" by my self, but WOACTRULES appear as "Being Edited" on Workflow status in tab "Desing Tools

JDE.INI was modified as the following:
[WORKFLOW]
admin=True

but WOACTRULES is still appearing as "being edited" and is not able to change the status.
How can i change the status of that object (WOACTRULES)
