COBRA FILE without using COBRA?

Has anyone had any experience in creating a COBRA File for a third Party Vendor without using the COBRA module?  We currently are on PeopleSoft 9.2 using benefits administration and would like to automate our COBRA data to our thrid party vendor.  I would love to hear about your good and/or bad experiences.
