Can't find Oracle patch 19.28 (37962957) for Windows

Oracle has release updates on July 15, 2025 but I can't find patch number 37962957 when I do a patch and update search in Oracle support portal. As per Doc ID 19202507.9 this patch should have been available on July 15. I get following error when I search "

No Patch name or number found for "37962957". Click Edit Search to search by Bug Number."
