Is there a way employee cannot mark required step in Onboarding complete without adding data?

We are working on implementing Onboarding and we have a requirement where employee need to add at least one Emergency Contacts before they can mark the step Complete. Currently employees can mark the step complete without adding anything in the emergency contacts steps. Is there a way to setup the activity guide steps where the Mark Complete is looking if employee added any data to the step?
