R47171 Splitting picks

We are running JDE 9.2.7.2 and we are setting up WMS for one of our plants to do picking suggestions using P4600, P4617, and R46171. We already have 2 of our plants on this so we are familiar with the setup. But, my issue is I just put inventory in a location and put plenty of inventory in to cover the order. That is the only location with inventory. I have 50K # in one location and the order is for 3600#. For some reason when I get my suggestions it's giving me two picks,
