Requirement for One-Time 2-Day "Healthy Leave" for Employees – Implementation Suggestions

We have a new requirement to grant 2 "Healthy Leave" days to all employees active as of August 1st. These leaves:
- Will not cascade
- Must be used by May 31st
- Will be forfeited if unused ("use it or lose it")
For salaried employees, we are using a third-party leave management system. We can send the 2-day entitlement via a custom program, and the third-party system can enforce the balance limit, preventing employees from applying for more than 2 days.
For hourly employees, we receive data from another third-party system and load it into PeopleSoft (PS). However, this third-party system lacks the functionality to restrict usage to just 2 days. Employees also submit their leave in hours, which are converted to equivalent days in PS.
