Does anyone have a guide to configure a pair of SBC in HA in OCI without using the API (only GARP)

I am trying to find a manual to setup a pair of SBC in HA in OCI using only GARP, without the API.

The only resource that i found is this oracle blog post. Does anyone have a updated version?
Here there is no virtual MAC, no mention to the spl-option API, so I think its not 100% up to date/complete

And the simple guide in the oracle doc that says to open a ticket and disable API spl option

I do not want to use the API.
