Oracle EPM Workforce- Planning

The Department head in the HR business line would request for New Job position by using Job Description, Number of FTEs etc and then the same to be consolidated and reported to specific business HRs to raise the New Job position request in EPM workforce planning in detail.

Is there a way in EPM - Workforce Planning where department head can request new Job creation request with just Job description and FTEs ?

Please note, The Department head does not want to Input/submit Information in EPM- Workforce planning other then Job Description and FTE numbers which is time consuming. Is there a way to simply the new hire request process to "Department head" . Please suggest.
