Issue with oracle client 19C installation

I am trying to install Oracle client 19c for few days now. I downloaded the 19C file from oracle and extracted it. Whenever I try to run the setup.exe file, the command window and oracle launcher will show up, however nothing will happen after that. It seems the installer freezes as shown in my attached snippet shown below. I waited for around 1 hour but it was having the same status. Can you please help me how to fix this issue. I already tried many ways available online like disable IPv6, Check ser services etc but no luck. Your help
