Multi-Factor Authentication for Database Authentication on database version 19.28

in Database Security Products (MOSC) Question

HI

in new database version 19.28 I saw it have new feature regard to Multi-Factor Authentication

but I am wondering one thing: due to 2FA, will it be enabled on highprivilege roles like SYSDBA, SYSOPER ..

what if database was dentally shut down? how how come we log in to database to in order do operation like startup database while

in document it say push notification MFA is not supported when the database is closed. What is the use case in order to apply 2FA for database affectively ??
