Oracle WebCenter Enterprise Capture - Base Installation

I am looking for the base installation files for and instructions for "Oracle WebCenter Enterprise Capture" 12.2.1.4 would be preferred, as we are attempting to move away from Oracle Document Capture.

I am able to find the patches, but no base install. Does this get installed similar to WebLogic Server or something?
