EBS R12.2.11 - Unable to download WLS patch

The CSIs I am using has all access for patch dowload. But I am not able to download one back dated WLS patch #

35476084.

The error I am getting is….

You do not have privileges to download Tier1 patches. See How Patches and Updates Entitlements Works for more information.

Any help would be greatly appreciated.

I could not find any good and proper heading to send this post.
