How to change the Content Response value in Siebel REST inbound services

We want to set the character set UTF-8 value in the content response of the Siebel REST API. We are unable to find the way to do it. that is the reason Arabic characters appear as junk characters. Is any one got into such issue. kindly provide what solution you performed.
