Query about July 2025 OEM patching instructions for OEM 13c R5.

The current patching instructions for OEM 13c R5 July 2025 CPUs list the following patch for installation:

Base Platform Agent home

WLS PATCH SET UPDATE 12.2.1.4.250706 Patch 38156117 or later

Released July 2025

Applying WLS PATCH SET UPDATE 12.2.1.4.240104 Patch 36155700 or later will resolve CVE-2022-34381

Should this actually be installed in the Base Platform OMS home? The holistic patch does not include this patch and has WLS patch 37714186, which is older. It seems strange to be installing a WebLogic patch into the Agent home, which is newer than the equivalent patch in the OMS home.
