How do I drive all need by dates of procured parts for manufacturing to one specific date

Oracle Version 11.12.2.12

Currently purchase items/work order buy components' need by dates in ASCP are driven by the start date of the work orders. How do I tie a firm need by date for all purchase components for a project to one date, driven by a field in the customer sales order, regardless of when the work orders begin?
