Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. What causes P6 publication jobs to end up in Delegated status?

Publishing projects and many of them end up in Delegated status then sit there forever.

What causes that? I see articles on how to restart services to get rid of them, but what causes it in the first place?
